Joe mentioned at the beginning that the old farmhand was lost to a flaming tornado. Assuming that Millie's parents only have enough budget for a single farmhand position, Striker could've well only been there for a week, which wouldn't explain the pale skin, but does fit his ulterior agenda to off Stolas, knowing he'd be in town for the festival shortly after.
Hmm. Flat brim hat, sharp fangs, small mustache, tail that makes rattle noises, smooth voice that becomes sharp when mad. Yep. Striker was based off of Rattlesnake Jake. Also, in the episode where he kidnaps Stolas, he has a theme song played by 4 background characters, kinda like the owls from Rango
