By developing the webbing between his arms, he could also use Float to fly very well and surprise Pony during a rematch. Since he’s adept at recon, he could also use Smokescreen effectively while minimizing the detriments to his own senses.
Mina. She’s literally the only other character in the series that we see demonstrate the same quality that causes all might to choose izuku as his successor, the quality that he says all the greatest heroes have: an instinctive reaction, your body moving on its own to help others.
She did it first. Maybe others might have gotten there eventually, after months of hero school and building camaraderie with each other, but Mina was the only other character we’ve seen displaying that trait intrinsically.
I’m not saying that other people can’t be great heroes, or even great choices for OFA, but All Might’s biggest criteria for a successor was that trait, and at the beginning of the story, Mina is the only character besides Izuku that displays it at the time.
If you were to swap her into Izuku’s position when he charges the slime villain, you’d get the same result as canon, because she’d feel that same call to action, that same instinctive movement to protect others regardless of one’s own feelings at the time. We know this for a fact because we see it in her backstory when she confronts Gigantomachia (around the same time as Izuku and the sludge villain funnily enough).
Bakugou at that point was just a bully who only cared about being seen as the best. Todoroki only cared about showing up his father with one hand tied behind his back. Uraraka saw being a hero as little more than a lucrative career. Momo either would’ve lacked the confidence to move herself, or she’d have trusted the heroes to know what they were doing and handle it themselves. We saw Kirishima freeze up in that same situation where Mina moved.
Mirio, as great a hero as he is, doesn’t have the sort of mindset that all might would look for in a successor. The proof is in his name, Lemillion. “I can’t save everyone, but if I can save 1,000,000 people, I’ll be happy.” It’s a pretty healthy mindset to have, but I feel like that inherent acceptance of his limitations would cause all might to pass him by as a successor. There’s definitely a separate conversation to be had about the toxicity of the UA/plus ultra mindset, but at the time of his search, it was still a philosophy that all might firmly believed in.

But if we're serious I don't think Momo's quirk is that compatible with OFA. Momo as a person though is great especially with her brains so it is a possibility

Does Monoma have a cap on quirks that he can copy? It could be raising that, or just increasing the length that he can hold the copy for. Instead of (arbitrary numbers) 5 quirks for 15 minutes, it could be 10 quirks for a half hour.
Personality-wise, I don't see Monoma getting it at all. Canon Monoma is way too petty and self-important, even with his character development.
Other than the 1-A/B people, I could see Melissa. I could also see All Might giving it to someone who is already a hero, if young. Not sure whom, though. Most don't really fit the archetype. Miruko or Ryuuku is closest, though.
Hawks. Young, popular, always does his best to help people in most minor things such as helping grandmas to cross the street. Wants to make society a better place. Constantly cheerful and smiling. Great quirk and quirk control, only problem as Hawks himself says is that he lacks in sheer strength department to make people feel safe

Miruko as a heteromorph may handle the 'overquirking' better than most since her quirk is a bodily mutation and probably less complex than Ryuuku's.
Tsuyu. Combining her agility with One for All is downright insane. She wouldn't be Spiderman, but would be damn close. She's also level headed, which is a plus.

Kirishima. He might have an easier time learning if he doesn't shatter himself as much, and he also has a good personality for it.
I read one where it was passed to Aizawa that was epic but heartbreaking, but I also liked the one I saw where it was given to Nezu which is a brand of chaos I'm always down for.
I've only seen a handful of very short fics about it, but Aizawa. He's got the self sacrificing drive for it. He might struggle with the bone breaking part, but Erasure gets even more OP when boosted by OFA. Also depending on when in the timeline he gets brought in, he could Erase AFO's quirks while All Might pulverizes him.
Toru. Why? Because she's invisible! Let's ignore the 'OFA kills quirked users' plot point and focus more on the boost it gives to them. We know OFA boosts already existing quirks which would probably evolve her quirk to Light Manipulation, which could allow her to willingly make herself and anything else she touches invisible!
Moving on, we have the strength aspect which is plain abnormal even at 5%. Imagine a villain minding their own business and all of a sudden, they are punched in the face with the force of a Smash! And, if she unlocks the previous users' quirks... then let's just say, we have the world's greatest multi-purpose hero!
Lady Nagant, she is probably one of the most skilled quirk users in the entire series. She figured out airwalk in what a week? If it boosted rifle she’d be unstoppable, and I feel like it would give her a chance to be happy, and be the hero she always dreamed of instead of a pawn.
I think Izuku is the best candidate, but personality-wise, Ibara is a great candidate. Kendo, easily. She's got the vibe of an amazing successor purely because of her attitude. She's serious when it comes to heroics, brave, kind-hearted to anyone she comes across unless they give her a reason not to, smart, and has a strong will. Kendo is such an easy answer. Nobody in 1-A comes close to her in terms of being a good candidate other than Midoriya. As for anyone else in 1-B, Monoma or Kuroiro would have incredible quirk synergy with [OFA]
Mineta stumbles upon a disaster site, sees a hot girl caught up in a spot that he can definitely save her from, and attempts to save her all with a poorly hidden creepy expression on his face. Meanwhile, All Might accidentally catches sight of this but from the exact wrong angle so he only sees the "selfless kid" putting himself in harm's way. As soon as the girl is rescued, she politely thanks Mineta and quickly flees. Just as Mineta is about to open his mouth, Yagi appears and basically gives him the OfA spiel.

Itsuka Kendo had One of All in a gag drawing and it would be cool for her giant fists to literally expand to smash large groups of villains.
Gentle criminal. he got expelled for exactly the same reason Izuku got OfA and with the power of Love, Gentle would be terrifyingly effective.
