To apply for your student driver’s permit, you must submit your application and requirements to the Licensing Section of the LTO Central Office located at East Avenue, Quezon City, Metro Manila. For applicants in the province, you may submit your application and requirements to any designated licensing center or designated district office by the LTO.

For Filipino citizens:

Qualifications:

1.       Applicant must at least be 16 years old.

2.       Applicant must be able to read and write in English or Filipino.

3.       Applicant must me physically and mentally fit to operate a vehicle.

 

**For applicants who are under 18, he/she needs a parent’s or guardian’s written consent with an attached photocopy of guardian’s ID as proof of identity. If guardian is unable to accompany the applicant, the written consent must be notarized.

Requirements:

1.       Applicant must present an original and photocopy of birth certificate. If unavailable, applicant may bring any two legal document to prove applicant’s age and identity (i.e. any government issued ID) or a joint affidavit of two persons who know the applicant and can attest to the applicant’s age and identity together with a non-availability of record certification from a local civil registry office or NSO.

2.       If the applicant is employed, he/she must present his/her Taxpayer’s Identification Number (TIN).

3.       Applicant must fill out the application for driver’s license (ADL) which may be downloaded straight to their computers or secure from any LTO office.

For Non-Filipino citizens:

Qualifications:

1.       Applicant must at least be 16 years old.

2.       Applicant must be able to read and write in English or Filipino.

3.       Applicant must me physically and mentally fit to operate a vehicle.

4.       Applicant must have stayed in the Philippines at least one month prior to application date and can show proof that he/she will stay in the country for at least five more months from the date of application.

Note: For applicants who are under 18, he/she needs a parent’s or guardian’s written consent with an attached photocopy of guardian’s ID as proof of identity. If guardian is unable to accompany the applicant, the written consent must be notarized.

Requirements:

1.       Applicant must present an original and photocopy of his/her passport with his/her visa duration of at least five months from application date.

2.       Applicant must fill out the application for driver’s license (ADL) which may bedownloaded here or secure from any LTO office.

3.       Applicant must present either a) a valid alien certificate of registration (ACR), b) a copy and the original birth certificate if applicant was born in the Philippines, or c) a copy and the original school ID if applicant is a student.

 

Procedure:

1.       Go to the Customer Service Counter to obtain a checklist of requirements and a driver’s license application form if not already accomplished.

2.       Get a queue number from the Customer Service Counter; wait for your number to be called.

3.       When your number is called, proceed to the evaluator counter to have your documents and requirements checked for completeness and authenticity. Wait for your name to be called.

4.       When your name is called, have your signature and photo taken.

5.       Proceed to the cashier to pay the fees and secure an official receipt (OR).

6.       Claim your student driver’s license at the releasing counter by presenting your OR.

Computer Fee                              P67.63
